Shoofly Cup Cakes 

2 1/2 cups flour
1/2 cup shortening
1 1/2 cups brown sugar 
1 tsp. baking powder
1 cup brown sugar
1 1/2 cups boiling water
1 tsp. soda 

Blend flour, shortening, 1 1/2 cups brown sugar and baking powder to make crumbs. Take out 1 scant  cup of the crumbs. Mix the 1 cup brown sugar, boiling water and soda with remaining crumbs. Fill lined muffin tins 3/4 full. Sprinkle 1 teaspoon crumbs over each cupcake. Bake at 350 F. For 15 to 20 minutes.
